Job description:

This role will join the Carbon Budgets team, within the CCC’s secretariat. This team is responsible for leading and coordinating the analysis carried out by our specialised teams (including energy supply, transport, buildings, agriculture, and industry), to provide advice on carbon budgets and monitor progress on the path to Net Zero across the UK. The overarching nature of the team means that the role will provide an opportunity to gain a broad understanding of the range of social, political, and technological solutions required to address climate change.  

This role will contribute to the final stages of CCC’s upcoming Seventh Carbon Budget (CB7), our 5-yearly assessment of how the UK should decarbonise in line with its Net Zero target, to be published in early 2025. This is a large analytical project, consisting of the outputs from numerous sector-specific models. The role may contribute to this project in the following areas:

  • Producing content for the report launch. This will include the design of charts and graphics for the report and website.

  • Facilitating the effective use of our data through the development of our CB7 datasets, which will be published alongside our reports. This will involve collaborating with external stakeholders such as Government, NGOs, and businesses, to enable them to get the most from our analysis. 

Beyond CB7, the Carbon Budgets team plans to conduct an internal review of the CCC’s models and analytical processes, with the aim to improve the long-term efficiency and technical capability of the organisation. This project will suit someone with extensive knowledge building reliable, reproducible, and robust analytical workflows. This has potential to be a high-impact project by improving the CCC’s analysis for years to come. 

The role may also contribute to various other projects on the roadmap:

  • Analysis for annual progress reports. This will involve processing and visualising the latest emissions data, and sector-level indicators of progress.

  • Supporting the CCC’s advice to Scotland, Wales and Northern Ireland on their climate targets, which will build from the CB7 analysis. 

The role will require excellent analytical skills, including a strong grasp of the principles of data analysis. Good knowledge of Excel and some experience with R/Python (or similar tools) is essential. Familiarity with version control software such as git will also be useful. Experience working in energy or climate policy is desirable, though not compulsory. 

In addition, the role will suit somebody who communicates well and asks thoughtful questions. An enthusiasm to collaborate and cultivate a supportive, inclusive working environment is core to this role.
